Industrialized Buildings Frequently Asked Questions (F.A.Q.)

Questions

Regarding Act 364 of 2007: 

1) The letter dated March 13, 2008 states that plans and specifications for each industrialized building, module, and/or modular component are required to be submitted to the Office of the State Fire Marshal for review for compliance with all codes, rules and laws that are enforced by the Office of the State Fire Marshal. Plan review for compliance with the Louisiana State Uniform Construction Code (LSUCC) will also be performed by this office, unless requested to be performed by a third party provider that is properly registered with the Louisiana State Uniform Construction Code Council for the particular scope of work.  If a third party provider can review would we stamp as reviewed and then send to the State Fire Marshal's office along with application and fees for your stamp? 

Regarding Registration of Manufacturers and Dealers: 

2) On the Manufacturer and Dealer Registration Application, I am asked to list an "Inspection Agency LSUCCC Certification No." What is this?

3) Is there a fee for the registration of Manufacturers and Dealers?

4) Regarding the "Name of Firm's Contact Person" – would this be the manufacturers' Chief Operating Officer or the person administering the program for the company?

5) Under the "Description of Manufacturing Facility" – can we attach our own drawing of a "site plan" for the facility?  What is a Location Plan?

6) Will a manufacturer's QC manual with "Louisiana" inserted in lieu of another state suffice for the inclusion of a Quality Assurance Manual with the manufacturer's registration application?

7) Should the manufacturer list only the partners that are active in the day to day operations of the business?

8) Is the Plan Review Application for the manufacturing site of industrialized buildings or for the design of the industrialized buildings?

Answers

Regarding Act 364 of 2007: 

Q: 1. The letter dated March 13, 2008 states that plans and specifications for each industrialized building, module, and/or modular component are required to be submitted to the Office of the State Fire Marshal for review for compliance with all codes, rules and laws that are enforced by the Office of the State Fire Marshal. Plan review for compliance with the Louisiana State Uniform Construction Code (LSUCC) will also be performed by this office, unless requested to be performed by a third party provider that is properly registered with the Louisiana State Uniform Construction Code Council for the particular scope of work.  If a third party provider can review would we stamp as reviewed and then send to the State Fire Marshal's office along with application and fees for your stamp? 

A: The first plan review submittal will be required to be submitted by the registered manufacturer prior to construction (in the plant).  The manufacturer may retain the services of a third-party provider for the building code plan review only, however they will still be required to submit to the State Fire Marshal's office for review for compliance with other codes, rules and laws enforced by the Office of the State Fire Marshal. In this case, submit a plan review application and use the fee schedule for the Life Safety Code review (found on our website at www.dps.louisiana.gov/sfm/index.html, under "Plan Review", then "Forms"). Our plan review letter, in addition to any citations, will identify the limitations of the building (e.g.,  "for educational, business, or mercantile occupancy"; "designed for maximum 140 mph wind zone"; "fire suppression system provided", etc.).  Decals will be provided to identify these buildings once approved.

Regarding Registration of Manufacturers and Dealers: 

Q: 2. On the Manufacturer and Dealer Registration Application, I am asked to list an "Inspection Agency LSUCCC Certification No." What is this?

A: Presently, the Louisiana State Uniform Construction Code Council ("LSUCCC") has not issued certification or registration numbers for third party providers. Therefore, in the space provided on the application (utilize more space on the back of the form, if needed), please list the individuals who are registered with the LSUCCC and who will perform "third party" inspections for the particular manufacturer or dealer applicant.

Q: 3. Is there a fee for the registration of Manufacturers and Dealers?

A: There is no fee for the initial registration of Manufacturers and Dealers. However, there may be a fee associated with each renewal registration.  A renewal notice will be sent out prior to the renewal time.  The first renewal shall be six months after the initial registration. Thereafter, the manufacturer shall renew its registration every three years and update the information provided in its previous application to the State Fire Marshal.

Q: 4. Regarding the "Name of Firm's Contact Person" – would this be the manufacturers' Chief Operating Officer or the person administering the program for the company?

A: Please provide the manufacturer's Chief Operating Officer.

Q: 5. Under the "Description of Manufacturing Facility" – can we attach our own drawing of a "site plan" for the facility?  What is a Location Plan?

A: Your drawing of a site plan for the facility, which includes the specific information requested, may be submitted.  A location plan is a simple map indicating directions to the plant from a main thoroughfare.

Q: 6. Will a manufacturer's QC manual with "Louisiana" inserted in lieu of another state suffice for the inclusion of a Quality Assurance Manual with the manufacturer's registration application?

A: The Quality Assurance Manual or Quality Control Manual shall be submitted for the actual manufacturing location that will produce industrialized buildings that are intended for sale or use in Louisiana.

A: The manufacturer should list all of the business partners.

Regarding Plan Review: 

Q: 8. Is the Plan Review Application for the manufacturing site of industrialized buildings or for the design of the industrialized buildings?

A: A Plan Review Application is to be submitted to the State Fire Marshal's office with plans for each industrialized building design prior to manufacturing.   Review for compliance with the requirements of the Louisiana State Uniform Construction Code, R.S. 40:1730.21 through 1730.39, as well as the life safety, accessibility and energy codes, rules and laws enforced by the Office of the State Fire Marshal, R.S. 40:1574 through 1593 will be performed.
